Standardization of the "capacity" concept

The author wants to draw attention to the fact that when establishing the standards the concepts carrying capacity and capacity which are frequently met in specialized literature have not been defined. The concept carrying capacity which in principle indicates the maximum allowed load of transport vehicles at given circumstances has not been internationally standardized. This discussion would try to find the reasons why it is so and would suggest a certain standardization of the concept carrying capacity.
